However, not all senators were on the same page regarding Williams’ appointment. Senate Minority Leader Tim Knopp expressed concerns about what he deemed “problematic” statements made by Williams. These concerns are emblematic of the broader debate around diversity in schools and her doctoral research on Black male students.
Knopp pointed to the ongoing crisis in public education in Oregon, exacerbated by the challenges posed by the COVID-19 pandemic and the state’s response to it. He argued that certain policies pushed by the Department of Education and some legislators had led to a flight from public schools, sparking a rebellion among parents.

On the other side of the aisle, Republican Senator Bill Hansell, representing Athena in eastern Oregon, placed his trust in Williams. He cited the recommendation of an educator from his district who had worked closely with Williams. Despite hearing conflicting testimonies, Hansell believed that Williams possessed the qualities necessary to excel in her new role, ultimately choosing to rely on the judgment of constituents.

During that time, conservative senators had initiated a walkout to block votes on bills they opposed. Senators Brian Boquist, Cedric Hayden, Dennis Linthicum, and Kim Thatcher had not returned to the Capitol after the walkout concluded.
However, Senators Hansell, Linthicum, and Thatcher made a reappearance in Salem to participate in the confirmation votes. Senators Boquist and Hayden, though, remained absent. Senate President Rob Wagner maintained his uncompromising stance on excusing absences, citing “extraordinary circumstances” as the only grounds for exemption.
Hayden, who had previously filed workplace complaints after being denied leave for a Saturday church service due to his Seventh-Day Adventist faith, did not seek an excused absence on this occasion. Boquist, who had recently re-registered as a Republican in pursuit of re-election, requested leave to attend a Catholic Mass two hours away. He pointed to September 29, which marks the feast of Saint Michael, Saint Gabriel, and Saint Raphael in the Catholic Church, as the reason for his absence.

Senator Boquist’s request, however, was denied by Senate President Wagner. This decision added an unexpected twist to the already eventful session, underscoring the divisions and challenges within the Senate.
