Citizens, an insurer financially backed by the state through capital reserves, is intended for use sparingly and in the event of major disasters. However, since 2020, there has been a 168% surge in Citizens’ policies, calling into question its status as a last resort.

A recent policy change from Citizens has further complicated the situation. It mandates that anyone with a Citizens’ insurance policy must also have a flood insurance policy. Osceola County, for instance, has seen a whopping 2,491% increase in Citizens policies. This means that many residents, even those in high-rises and far from coastal areas, are now required to have flood insurance.

The financial burden on Floridians is evident in the high insurance premiums they are forced to bear. Between 2016 and 2023, the average premium for Citizens’ policies has surged from $2,000 to $3,300. It’s not surprising that many are feeling the pinch. The Miami Herald has even reported that there is little hope of insurance premiums decreasing any time soon.

The issue at hand isn’t isolated to certain regions within Florida. While Osceola County and the Orlando area may not have been hit as hard by premium price hikes as North Florida, the risk of this problem spreading throughout the state remains very real. It’s a situation that, if left unaddressed, could escalate and engulf the entire state in a property insurance crisis.

Florida is now encased within an “insurance bubble,” and its insurance market has been severely destabilized due to the impact of climate change. As climate-related disasters increase in frequency and severity, insurance costs rise in tandem, further adding to the financial strain on Florida’s residents. The Republican majority has faced criticism for not prioritizing climate issues, and it has become clear that simply regulating insurance is no longer the solution.
