In a move that has caught the attention of educators and policymakers alike, the state Department of Education is proposing a budget that not only aims to entice new teachers but also recognizes the hard work of our existing educators with substantial bonuses. The fiscal year 2025 budget, which is now under consideration, allocates a staggering $61 million for these bonuses, signaling a commitment to bolstering the education sector.

A Responsible Approach to Budgeting

Superintendent of Public Instruction Ryan Walters has framed this budget proposal as fiscally responsible, highlighting that it seeks $47 million less than the previous year’s record appropriation. Such a reduction in the budget request might raise eyebrows, but it’s important to note that the current year’s budget included substantial one-time payments, such as $150 million for a three-year pilot program to fund school police officers and an additional $10 million for literacy resources. When these one-time expenses are excluded, the new budget is actually $112.9 million larger.

Walters emphasized, “We are requesting a budget that is no higher than last year,” a stance that he believes aligns with the current economic climate, characterized by concerns about inflation. He acknowledges the significant investment made by the legislature in the previous year and argues against asking for additional funds amidst economic uncertainty.

Prioritizing Education with Increased Funding

Despite the intent to maintain the budget at last year’s level, it’s important to recognize that education funding has received substantial boosts recently. In the current year, the Legislature injected a remarkable $785 million in new funding for education. These funds have been directed towards various initiatives, including teacher raises, paid maternity leave, and other educational programs. It’s evident that education is a top priority, and these financial injections are a testament to that commitment.

A Back-to-Basics Approach

Superintendent Walters has also outlined his vision for the agency, which centers around eliminating indoctrination and refocusing on core educational principles. The proposal includes a comprehensive “Back to Basics” plan worth $60.5 million. A notable aspect of this plan is the allocation of $10 million for signing bonuses to recruit math and science teachers. These bonuses, averaging $25,000 each, are intended to incentivize 350 teachers to commit to teaching for at least five years.

Furthermore, the plan allocates $15 million for bonuses to teachers whose students demonstrate growth in literacy and an additional $5 million for teachers whose students demonstrate growth in math. These incentives aim to encourage educators to excel in their roles, directly benefiting the students they teach.

Adapting to Change: Notable Adjustments in the Budget Proposal

Beyond these substantial bonuses, the proposed budget also introduces other notable changes. One significant adjustment includes a $4.8 million increase in the cost of required student assessments. Additionally, there is a $2.4 million allocation for the Imagination Library program, initiated by country singer Dolly Parton. This program mails books to children under five years old, fostering a love for reading from an early age.

However, the budget proposal also includes some cutbacks, such as the elimination of state funding for Imagine Math and Imagine Language & Literacy programs, resulting in a $2 million savings. Furthermore, the budget discontinues funding for Teach for America, a program that places young college graduates and professionals into classrooms with a two-year commitment, saving an additional $2 million.

The Path Forward: Legislative Review

While the Board of Education has unanimously approved the budget proposal, the ultimate decision rests with the Legislature, which will determine the allocation of state education funding. It’s worth noting that in the previous session, lawmakers gave a lukewarm reception to Walters’ $150 million performance-based teacher pay plan, opting instead to provide all teachers with raises based on their years of experience. The new proposal reflects a different approach, emphasizing bonuses as a means to drive excellence in education.

Superintendent Walters also implemented a smaller bonus program in the past, using $16 million in federal funds. He has been vocal about its success, but specific details regarding its impact have yet to be released.
