The COTEE is advocating for the preservation of the existing method of hiring contract workers and an adjustment of their daily wages to a more equitable Rs 587. The union points out that there are approximately 32,500 vacancies in these initial-level positions, contributing to an overall deficit of around 62,000 vacancies.
Overburdened Existing Workers
S. Rajendran, the general secretary of COTEE, highlights the growing burden on existing workers due to the unfilled vacancies. Over the past four years, the TNEB has only hired 10,000 gangmen, not to fill existing positions but for expansion and other projects. This dire shortage has consequences for the safety and well-being of current workers.
Jaishankar sheds light on the alarming increase in accidents and fatalities among ground-level workers. Tragically, many of these workers suffer life-altering injuries, such as losing limbs or sustaining severe internal burns. This has raised questions about the respect for human life and the emotional toll this takes on workers and their families.
Despite the TNEB's yearly profit of Rs 375 crore, the COTEE suggests that these funds should be reinvested in the employment of Tamil Nadu's youth and the regularization of existing contract workers, rather than outsourcing work to private entities. The union maintains that this approach would not only provide much-needed job security but also maintain the quality and reliability of electricity services in the state.
Industrial Disputes Act and a Struggling Workforce
The union also criticizes the TNEB and the Tamil Nadu government for allegedly bypassing the Industrial Disputes Act in their hiring practices. The Act provides specific benefits for workers hired on a contract basis, but the COTEE argues that these benefits are not being honored.
Jaisankar emphasizes the dire situation the workers find themselves in, lacking the equipment and manpower to perform their jobs effectively. The resulting frustration and difficulties have led to continuous protests and strikes in their pursuit of better working conditions and job security.
Moreover, the delay in wage revision arrears has left workers frustrated and anxious about their financial futures. Promised in two batches, these arrears were supposed to be disbursed by August 2023, but workers have yet to receive them.
The Unprecedented Silence on Bonuses
Notably, the COTEE has also raised its voice against the TNEB's silence on bonus discussions since the onset of the COVID-19 pandemic. With the Deepavali festival approaching, the Tamil Nadu government announced a bonus and ex-gratia for over 2.83 lakh eligible employees and workers of state-run public sector undertakings (PSUs) for 2022-23. The State would incur an expenditure of Rs 402.97 crore for these bonuses.
Affiliated unions, particularly those representing workers in the transport, electricity board, TASMAC, co-operatives, drinking water, and drainage board, as well as the consumer goods trade corporation, demanded a 20% bonus. However, these demands were not met, sparking further dissatisfaction among the workers.
The COTEE's struggle reflects broader issues of labor rights, privatization, and the well-being of ground-level workers in Tamil Nadu. The hunger strike and protests held by the electricity workers have ignited a conversation that goes beyond their specific demands, raising important questions about the treatment of contract employees and the future of public services in the state.
